Belmont Shore Residents Association MINUTES EXECUTIVE BOARD MEETING March 10, 2011 The meeting was called to order by President Aileen Colon at 6:00 pm. The other members of the Executive Board present were: Elizabeth Borsting, Vice President Terence Endersen, Marvin Jones, Secretary Jeff Miller, Treasurer Robert O'Connor, and Heidi Van Horn. Executive Board members Julie Dean, John Forstrom, Adam Hattan, and Jim Lazarus were absent. Thirty-six additional BSRA members and visitors were present. The agenda for this meeting and the minutes of the February 10 meeting were approved. LBPD Commander Lisa Lopez reported numbers of incidents of several crime categories in the Shore in the preceding month, and additional details about several incidents previously reported. Norman Turley and Rod Fontino spoke about their new restaurant Dogz Bar and Grill, which will open soon in the former Evo Lounge location. They described it as a "family style" restaurant until 10 pm, when it will change to "Adults only". They are in the process of purchasing the alcohol license for this location from Gary Roth. Gene Rotondo, President of the BSBA and owner of Legends Sports Bar, announced the schedule for the summer "Stroll and Savor" events. He then spoke at length about the recent action by the City Council to limit Legend's patio occupancy at night, requiring the patio be closed at 10 pm. Rotondo complained that the "five bars are being targeted" and said this "government intervention is way too much". He indicated he will appeal the city's action. He said noise is not an issue and he is "very concerned about the community", and suggested city officials "leave us alone; we'll solve our own problems". He said the closing of the patio "doesn't do anything for the community; it is misguided". Asked about patrons who are "overserved", he replied, "I take out 5 to 25 people per night", and added "42% come from the neighborhood; it's not that much of the bars; much more of it is in the neighborhood". Rotondo addressed a number of questions from the audience; several people indicated a need for security staff and patrols along Second Street late at night. Julie Maleki from Third District Councilman Gary Delong's office reported these items: previously scheduled sidewalk repairs will begin soon, work will begin in six months to add a right turn lane on PCH at Second Street, and the new Environmental Impact Report for the Second + PCH proposal is now available. Eric Forsberg, the resident representative member of the Parking Commission, reported these items from the February meeting: Forsberg and other commissioners have completed an inventory and inspection of the trees along Second Street, an expansion of the "Big Belly" trash containers is under consideration, the traffic signal at Pomona Ave. and Second St. has been approved, and additional bicycle racks have been installed. Forsberg has proposed an employee parking plan, to provide an incentive for parking at the beach lots and riding a shuttle to Second Street. Forsberg requests input from residents via his email ericwforsberg@gmail.com. Secretary Miller reported the BSRA web site hosting company has changed its computer system and billing cycle. A motion was requested and approved to authorize payment up to $150 for the annual hosting fee. Treasurer O'Connor reported the checking account balance of $4,028. Tamara VanDuyne spoke about a request for variances at her residence, 20 Pomona, to add a second floor. She was advised to pursue the matter with the city's Development Services department.
